it depends: It depends on the context. In some normal people, that could be a slow reaction that is minimal (expert checkup is needed). In certain conditions (neurological, infectious, etc) it could be a sign. Some meds can cause that too. In someone completely blind, or even dead, pupils would not react either. Your dr would confirm this lack of reactivity, and correlate with other findings in your case.
