Is it illegal for you to have knee surgery while sick. like if you have a fever?

No, but...: Fortunately, our politicians are too busy fighting among themselves, raising money for the next election, or looking for the next office to run for... So they are not writing any laws about when it is legal or illegal to have knee surgery. If a person is having an elective surgery (not urgent), then she and/or her doctor may decide to wait until she is no longer sick.
