in the US: We do not measure head size but estimated fetal wt and in the us if u do not want to labor u can have an elective csection, please discuss with your ob, another sign is is the head down in the vagina or is it floating in the pelvis , if the head is not dropping that is usually a sign it may be too large for you, everyone has a different size limit, your doc should be able to determine that.

Confusing question: I think you are asking if you can have a normal delivery if the fetus has a slightly big head. In general unless the baby's head is exceptionally large or there is an anomaly like hydrocephaly a vaginal delivery would be attempted. If your cervix failed to dilate then a C-section might become necessary. Discuss the specifics with your obgyn.
