It depends: If i guess correctly, he suffers from venous insufficiency. Elastic stockings. Heart or liver disease edema is another matter.

Heart disease?: Does your husband have heart disease? Sometimes this can result in foot and leg swelling, and can be treated. Chronic venous insufficiency is another possibility, or anything obstructing blood flow from the liver back into the heart as well. The treatments depend on the cause -- and i hope he's working with his physician on addressing this. Be well.
