Yes: Female circumcision is mutilation and against the law in all civilised countries. It is a felony in the USA, and punished by prison. Anyone performing a female circumcision/mutilation is a criminal and should be arrested. Circumcised females very often have problems urinating due to scar formation, and require some correction. Please see a reconstructive urologist.
