See vein specialist.: Superficial phlebitis or thrombophlebitis is a clot in a superficial vein and can occur with or without varicose veins. The clot usually is hard and tender. The surrounding tissue is normal. Most superficial phlebitis is treated with localized wet heat and ibuprofen. There is a small risk that this clot can extend into other veins. You should see a vein specialist for an evaluation.
