Bull's eye: Well, a rash as you describe, "bullseye" can be seen in a condition called erythema multiforme. It is a skin reaction to some systemic condition. Recurrent herpes is a common cause as are a multitude of common viruses and other infectious conditions. It would be good for you to have this examined by a dermatologist.
