Probably not: The main ingredient, azaleic acid, is used to treat acne or rosacea. It acts as an antibiotic but it also can lessen inflammation and can lessen post-inflammatory hyper pigmentation, so if the scar is hyperpigmented or inflamed, it could be of some use. There are other preparations more suited to scar reduction, such as silicone gels.
