No: Many children do fine without pets, but you need to judge your child and work on them about responsibility. Sometimes they can demonstrate their ability to care for a pet and have lots of fun.

Maybe,maybe not: I don't consider kids capable of the responsibilities of having a pet until around 8 years. When and if they show the ability to follow through on some simple chores around the house, I would consider it.
