Maybe: If that center is a scab, then it's likely not a big worry. If it is a necrotic area (area of dead tissue), the yes. In this instance it could be a brown recluse bite. If it's an abnormally pigmented group of cells, melanoma must be ruled out. I'd see my doctor for clarification.

My dad has what I'm guessing is a bug bite. It has black splinter-like things sticking out (maybe hairs?) and a seed-like center, skin is blackish.
