my mum blood test showed tsh greater than 100, t3 (liothyronine) 26 and t4 less than1.00 what does it mean? she also has high cholesterol serum 253?

Hypothyroidism : The thyroid gland is not functioning normally and she needs further testing and treatment. A high cholesterol can be an effect of hypothyroidism.
