Depends: It means there is a small disc displacement, that has not violated the ligament protection barrier. It can still be symptomatic depending on the size f the hole the nerve runs through, the location of the disc 'bulge' and the extent of mechanical collapse of the disc space. Evaluation important for detailed persistent symptoms.
