Too little info: Tingling is a very non-specific symptom, and as such it is difficult to even imagine what might be wrong. If itching is meant, that can be from allergic disease, if it is following trauma with fracture of the orbital bones, it can be a pinched nerve, or it may be related to dry eye, which can cause twitching and tingling, to name just a few possibilities of a long list.
