It depends: The lungs can retain fluid because the pressure in the blood vessels of the lungs is high. This can be because of volume overload - too much fluid in the body, or because the heart needs higher pressures to fill. It can also be because the blood vessels of the lung are leakier due to inflammation after surgery.
