Keratosis Pilaris: If it has been there for years, then it is usually keratosis if it is new then it could be one of many other things. If chronic, try a moisturizing cream twice a day with a mild acid in it, like eucerin plus. There are other keratolytic creams and lotions that will help, but there is no cure for keratosis pilaris.

Rash: This can't be diagnosed with the information that is available. A history, physical examination & other studies may be needed to determine cause/causes. Once accurately assessed a treatment plan can be developed.
