Phlegm that is stuck: A "tickle" cough can be a sign of post nasal drainage. Mucous specific syrups or tablets are readily available. Decongestant medicines can help if the phlegm build up is related to sinus drainage. Also consider trying to sleep with an elevated head or with a bedside humidifier. All the best!
