Yes.: It can indicate muscle growth from strengthening the quad muscles, or it can be Lactic Acid buildup, which will clear itself in a day or so.

Matter of opinion: It's not that they should hurt, but it's not all that uncommon for them to hurt to some degree after running, especially if you are in a training mode. Stretch regularly and cut back a bit.
