Multiple causes: It may be what is called pinguecula (see picture) which occurs in just about everybody to some degree. Uv exposure from the sun changes collagen white fibers into yellowish raised area that may seem swollen. If you mean the eyelids on the inside corners are puffy then it is from allergy. See an ophthalmologist for proper diagnosis ; therapy.
