no: Visine is a salt solution (there are several forms) used to treat dry and red eyes. A small amount may enter the tear drainage after application and enter nasal passages or pass into the stomach. It is a benign salt solution which will not cause gas or diarrhea.

visine: Visine causes no gas. However, it has the potential to cause some rebound redness if you use it too often. Thera tears or systane might be a better choice for occasional eye irritation and redness, especially due to dryness.
