Dandruff: Head and shoulders zinc shampoo or head and shoulders selenium sulfide shampoo are good. Make sure it's dandruff itself and nothing like psoriasis.

Acne: If you have acne in multiple areas you may need oral antibiotic therapy, there are other treatment options available also, Better consult a Dermatologist.
Common at this age, stress can make it worse.

Dandruff Solution: Unfortunately, "herbal shampoo" doesn't really qualify as medication. Your father should seek an appointment with a dermatologist to control the dandruff (there are many possible causes), then seek advice from an abhrs-certified hair restoration physician to address the hair loss. Ask for sequential cross sectional bundle trichometry measurements to track the resolution of the hair loss.

No shampoo: You can treat dandruff with shampoo, but unfortunately there is no way to treat hair loss that way.

Please see doctor: Rough hair may actually be coarse hair, suggesting low thyroid hormone.  Also, dandruff could be dry, scaly skin, another sign of low thyroid.

Fungus: This is almost always a fungal infection of the scrotal skin. I ecommend trying an over the counter anti-fungal cream for a few weeks. If that does not help go see a urologist or dermatologist.

Dandruff: How old is she? If she is young, it may be cradle cap- a type of childhood dandruff or seborrheic dermatitis. Use a dandruff shampoo such as Selsun Blue and let it soak into  her hair during her bath. Scrub her scalp with a soft brush and rinse well. If it's not getting better, see her doctor.
