Yes, it can: Anxiety can involve mental, emotional, and physical symptoms.  These commonly appear in respiratory system as well as cardiovascular, gi, and neurological systems too.  For thoroughness it's a good idea to have a checkup with your primary care doctor.  But your anxiety can be treated with a combination of psychotherapy and medications if those are needed.  A psychiatrist & psychologist can help.

Nonspecific: Your complaint is unfortunately rather nonspecific and could be due to any number of things, such as chest pathology (i.e. Lungs, hear, great vessels), soft tissue inflammation (myofasciitis), spine (disc degeneration, pinched nerve, etc).  If the pain has been present for a long time or is not getting any better you should see a physician.

However if it does not resolve with nsaids, ice/heat and rest, you may want to see a physician to evaluate further.  You may want to consider an osteopathic physician (do) to see if manipulation of the ribs might be a treatment option.

Multiple causes: Upper back & right sides chest may be the result of a thoracic disc herniation, thoracic facet syndrome, T4 syndrome, costoveterbral syndrome, muscle strain, ect. It may also represent referred pain from internal organs such as the heart & lungs, which are more serious. With your breathing difficulties you should contact  your  pcp for an immediate evaluation. If not available go to nearest er!
