Pregnant?: A delay in period can happen b/c you are pregnant (so check that), have a missed period or just a delay due to stress, illness.  If it continues for a few months, then this will require further evaluation by your physician.

Diet & exercise: Make sure you exercise 90 minutes a day, don't skip meals, avoid soda, juice, dairy, alcohol and fried foods. Eat a healthy well balanced diet! also water, organic vegetable broth, green leafy vegetables, natural pickles, apples are great to fill you up so you dont feel hungry and they are very low in calories.

Weight training: For your muscle development in the legs - see a personal trainer.  If diet and abdominal exercises don't work for the tummy, you might consider seeing a plastic surgeon to discuss coolsculpting, liposuction or tummy tuck.

Exercise: No fast plan but stick to a plant based diet similar to the mediterranean diet and exercise aerobically 40 to 50 minutes 4 to 6 times a week. Result won't be fast but likely will occur in time. My best.

Thigh reduction: Volumetric reduction of the legs can be technically challlenging as there are "no-fly" zones or really no-lipo zones. These are typically the front and back of the thighs as well as the far inside and outside area of the thighs just above the knee where zones of adherence must be preserved.

Ignore it: At 3 wks they do this at random for no particular reason. They use their crying/breathing muscle to help move food along in their digestive process and make poop, since their belly muscles are week. Assuming the kid is in pain with these events is usually not warranted.

Cellulite: Weight loss through diet and exercise can reduce the appearance of cellulite but may not get rid of cellulite completely. Six weeks is not much time so enrolling in a supervised diet and exercise program would be helpful so you can lose the weight safely and maintain a healthy weight. If you still have bad cellulite after toning up then see a board certified dermatologist or plastic surgeon.

Then don't worry: With youngsters, they are learning what hurting is, when it is important, and how to deal with it. Watch for repeated complaints in same spot over a couple/few hours, as then is likely an issue (like headache x 3...Or more), versus here-there-anywhere over day, particularly if no change in behavior / eating habits / activity level.
