Not really: Although biotin deficiency is considered to be a cause of hair loss.But there is no evidence that biotin will get women to get facial hair or make them thicker.

Biotin: Severe biotin deficiency can cause loss of hair. However many other signs of deficiency would be present as well including: dermatitis, atrophic glossitis, hyperesthesia, muscle pain, lassitude, anorexia, and others. Very tiny doses of biotin will correct these deficiencies. Excess biotin will not help hair growth. Biotin toxicity has not been reported in humans despite getting large amounts.

Hair growth: Hair growth is genetic. Have your doctor perform a hormonal evaluation to rule out male hormone deficiency. If normal, there is nothing you can do to stimulate facial hair growth. There is no reliable evidence that Biotin or any other dietary supplement can stimulate facial hair growth.

Not scientific: Biotin is often recommended as a dietary supplement for strengthening hair and nails, though scientific data supporting this usage are weak.  Nevertheless, biotin is found in many cosmetics and health products for the hair and skin.

While a true deficiency can cause hair loss, there is no evidence that the supplement will cause facial hair to grow.

Rogaine (minoxidil) can help: Apply rogaine (minoxidil) 5% twice a day to that area and you should see results within a few weeks.

Nothing: Unless you suffer from hypogonadism with a very low testosterone then there is nothing to promote facial hair growth. Now if you do have hypogonadism see an endocrinologist, they can start you on testosterone replacement and in a few months you will see facial hair growth.
