The Why Questions...: There is often no answer to 'why' things are as they are when it comes to life.  The human fetus develops first and always as a female. It is during fetal development that testosterone kicks in and masculinizes male babies.  The chest wall will have been developing and then when it masculinizes there is no further real 'breast' growth or potential for female breasts.

Small nipple/man: There is no medical reason for it.Thats the way you are and size of nipple varies even in women who have a reason for nipples as for breast feeding, but in men it does not matter at all.You have to live with it.

Depends on the situa: Pubertal gynecomastia will occur in 1/3 to 1/2 of males &amp; generally last about a year before fading.Up to 3 years is noted occasionally before disappearing. Overweight kids can appear to have it from just fat accumulation.If present after 3 years, surgical removal of the glandular tissue &amp; liposuction of any associated fatty tissue will do the job.

Depends : Roughly half of males go through transient nipple enlargement on one or both sides at the onset of puberty.Most resolve within 6m to a year, it is considered normal.I went through it. A few will have persistent or dramatic gynecomastia.  It can erode someones self concept , surgery is helpful for those who don't clear up after a year or so.

Depends On Lumps?: It depends on what you are meaning by lumps.  There are glands beneath the nipples that can become enlarged.  They may come and go.  Men can also have breast enlargement, called gynecomastia.  This is more a general enlargement.  Men can also get breast cancer.  If the lump is there longer than a month or is growing, see your doctor.
