The Why Questions...: There is often no answer to 'why' things are as they are when it comes to life. The human fetus develops first and always as a female. It is during fetal development that testosterone kicks in and masculinizes male babies. The chest wall will have been developing and then when it masculinizes there is no further real 'breast' growth or potential for female breasts.
