For most of my life i felt hot, i would go out in the snow with a short sleeved shirt. In the middle of winter my car window was down, . After a number of months of acupuncture - i now get hot & cold like other people.

Possibly. too vague: If you have symptoms every time you are cold, you may be sensitive to cold.  However, it is hard to say when you do not describe any symptoms to say whether it is likely or unlikely.

Many things: Many things can cause this: infection or impending infection, hot flash, perimenopausal symptoms, thyroid disease, side effects of medications, hormonal imbalances, ...Or it might be normal and this is just the way you are.

check thyroid: Some people just feel cold all the time, and this is not necessarily abnormal.  However, it could be a symptom of hypothyroidism, usually associated with fatigue, weight gain, constipation, brittle hair, etc. It would be easy for your doctor to check out.

Thyroid Hormone?: Could you be lacking thyroid hormone?  That is about the only thing that can give you those symptoms.  Usually people who are hypothyroid have a host of other symptoms though.  In my experience most people who feel cold are just that and nothing more.

This may be a fever: It appears that you may be experiencing what we call, rigors. this is usually a sign that you are running a fever. Take an analgesic, such as paracetamol but go see a doctor, you may require antibiotics.

Yes, can do: The common cause of high body temperature is fever, generated by the body as part of the immune response to infection. Cold water can be used to help stay hydrated. Drink little and often. The process of sweat evaporating cools the body. Cold baths/ showers/ spongings are not recommended. If high temperature is due to heat stroke or drug-use seek medical attention, excess fluid here can kill.

Vasoconstriction: The blood vessels begin to narrow (vasoconstrict) limiting the amount of blood going to the endometrium(lining of the uterus which sheds) and peripheral places. this pattern alternates to open and close with feedback to your brain's thermostat (hypothalamus) which is next door to where the pituitary is undergoing hormone regulation. (changes) at the time of your menstrual cycle.

Perception: You may have a fever, which makes your body feel warm to others, but because your body is warm, the difference between it and the environmental temperature makes you feel colder than you might be otherwise.  Sometimes this is the body's way of increasing the temperature (which many feel helps to fight infection), by creating chills and the muscle action creates fever.
