Likely Milia: Without seeing you, it's difficult to say what your little white spots are under the eyelids and face.  Commonly, small 1-2mm white bumps are usually milia, which are small cysts under the skin.  Other while bumps include xanthelasma and syringomas.  I would recommend that you see a dermatologist who will be able to evaluate these areas and treat them.

Moisturize: The first thing I would suggest trying is to moisturize the area two to three times daily. Without seeing a picture of it, it's difficult to properly diagnose it, but if it's very flaky and even a little red you can try some Hydrocortisone cream for a few days as well.

Eyelid bump: At age 23, it is unlikely this is a malignant process.  However, any type of eyelid lesion can become irritation overtime.  It would be prudent to have it looked at by an oculoplastic surgeon who specializes in these things.  He can then give you a diagnosis and treatment options.

Heat, hygiene: This is most likely a stye - a blocked gland which has taken on a load of bacteria thus the pus.  If the eye is unaffected, and the vision remains normal, you can treat this by cleaning your face and then applying very warm soaks (washcloth in very warm but not hot water) for 4 minutes at a time and 5 times per day. If gone - fine. If persistent see your ophthalmologist.

It can be a chalazion, xanthelasma, pimple, milia, stye, amelanotic melanoma, papilloma, molluscum contagiosum, progenic granuloma, and other things. In Asian eyelids, the crease is generally much lower, often so low that even when open, the crease disappears by the eyelashes.  Double eyelid surgery creates a higher crease.
