Thrush?: Thrush could present like that.  People with diabetes or who have been on recent antibiotics or who use steroid pulmonary inhalers (e.g. Flovent) are at higher risk.  Sometimes it is just the surface of the tongue shedding and will resolve with hydration and hygiene (brush it or use a tongue scraper).  Rarely, it can be a sign of more serious problems so if it doesn't resolve then get it checked.

Usually, yes: Usually i see a harmless coating consisting of dead bacteria, dead cells from the tongue, all combined with a mucous  and saliva mixture that coats the tongue. Use the cupped side of a spoon or a tongue scraper to clean the surface of the tongue.  See your dentist to rule out a more serious condition like thrush, which is a yeast infection of the tongue.

Just tongue: The tongue is made of many hair-like processes.  They grow and shed on a regular basis.  They look white, pink, red, etc.  The white that is only on the tongue is just tongue.  If there is thrush, there will be white coating inside the cheeks and lips.

You can scrap it but: The real question is why is the tongue  white.  It may be due to yeast infection.  You can ask your physician, dentist , dermatologist  or an ENT physician to get the correct  diagnosis and therapy.

Examination: To play it safe, get it looked at. A white coating on the tongue is fairly common and the bumps you see may be the normal presence of large taste buds. Without seeing you, however, it is impossible to know if there is an issue requiring treatment. At the very least get a tongue scraper and see if it cleans up at all.
