White bumps in skin: If the material was truly pus and flowed out like a liquid, this would more likely be an abscess and be associated with inflammation.  If it was cheesy, it is most likely a milia.  Regardless, if you want these addressed, you must find a local physician to evaluate and treat you.

If : If your skin tends to be thick, oily, and you have had problems with acne or similar type lesions, chances are you have a sebaceous cyst. If it is something that is bothering you have your dermatologist check it out.

Folliculitis: Red bumps on the scalp can occur when the hair shaft is pulled from its follicle, creating irritation and inflammation.  Occassionally, fungus or bacteria enter the follicle, creating an infection which requires treatment.

Acne keloidalis?: A dermatologist will identify and treat this. Probably a type of folliculitis. Avoid shaving or close cropping of hair this area. Might benefit from antibiotic, usually mino(doxy)cycline in low dose for several months. Shower and shampoo daily.

Scalp?: If on the scalp, they're probably sebaceous cysts. If on the forehead, could be acne or warts.  See your doctor to get it taken care of.

If they are not acne, and don't come to the surface and break open to drain themselves, then the dermatologist will also be very helpful. Sometimes the doctor can open a bump to see what is inside.
