No great solution: The is no surgical intervention to truely enhance or lengthen penis size.  It is possible to release the pubic suspensory ligament to the penis giving the illusion of greater length.  If an individual has a promenant supra pubic fat pad, weight loss will also give the appearance of increased penile length.

Fraud in Medicine: There is no way to truly increase your penis size surgically.  There is just the dangerous operation to snip the tendons that hold your penis to your pelvis so that it hangs lower when not erect.

The average american male's penis is 4.5 inches when erect. That means that 50% are longer and 50% are shorter than this.

Please do not do anything dangerous.

Two methods: are insertion of penile prosthesis and cutting suspensory ligaments at base.  First way is surgical insertion foreign object.  Second way results in apparent lengthening because surrounding tissue retracts.  Neither is very satisfactory, especially in long term.  Get to a urologist for more detailed opinion.

Put ruler away: Humans demonstrate a wide range of normal for knee cap size, height, weight, hairiness, and many other physical attributes.  But for some reason people want to measure a penis all day long.  Your penis is completely normal and it can not be changed.  Elective penile surgery often results in a bad outcome and should be avoided.  Put the ruler away and get some outdoor exercise.

i had hypospadias surgery, have anything to do with the size of my penis? i'm below avg. and want to know the best method to enlarge the size of it.

It depends: If the penis is short because of a lack of foreskin (which could happen after hypospadias repair), that can be corrected with surgery. 
If the penis is curved down and is short because of that, that  can be corrected with a 2 stage procedure. 
If the penis is straight and has normal foreskin then I would not recommend anything done for that.

: Size of erect penis depends on  level of arousal, time of day, room temperature, anxiety, physical activity and frequency of sex. Growth of penis is affected by environmental  toxins and imbalanced hormones. Average size is 3.5-3.9 flaccid and erect 5.1inch. Micropenis is diagnosed when with full erection size is less than 2.8 inches. See a urologist. Surgery has risk and uncertainty. Helpful?

the frenulum on my penis tore off almost 2 years ago. i never went for surgery(too squeamish). are there any long term implications of leaving the torn frenulum as is? does the penis require a frenulum? can i leave it as it is?

Not required, but...: The frenulum at one's upper lip, and the frenulum at one's penis, are not required for life. A person should be able to live a normal life even if those frenula are damaged. His primary care doctor can examine and make recommendations, as it is hard to describe in words the actual appearance.

Concern raised: Hi, the normal penis varies quite a bit in size and average length is 9 cm  when it is flaccid and 5 inc when erect and thickness is 3.5in flacid and ~4.6inches erect.  From your question, you dont seem that far off and you are quite young.  You still have some growth to do as puberty for males lasts till 21y.  I would not recommend any drastic measures such as surgery until puberty ends.
