Yes: The initial screening test for HIV is very sensitive, but not very specific. The back up screening tests are much more specific for HIV.

: You should be fine. The 4th generation HIV test has very high sensitivity, almost 100%, it only missed 0.3%, i.e. it misses 3 out of 1,000 tests. Please note that no medical test has 100% sensitivity.

: This does not indicate any of the condition you have listed. The monspot test could have been falsely positive in Urgent Care. Or if he had mononucleosis for a while, the becomes negative as the mono clears up. Discuss with his PCP.

Change in the: Wbc low, high or circulating abnormal cells. Associated anemia and thrombocytopenia.

Depends: Sometimes very quickly because you can see the abnormal cells on a slide under the microscope from a simple blood draw.  Sometimes it requires a bone marrow biopsy.  But even if that is done, once the slide a stained, the pathologist can look right away.  Hope this helps.

???: I'm not sure what that means. I guess your blood work is inconclusive and the doc cannot make a definite diagnosis. Tell your doc to explain what he/she meant with that and more importantly what he/she wants to do about it.

Borderline labs: Borderline means not high so not abnormal. Discuss with the Dr. who ordered it as will know how to interpret for you.

See below:: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, the results you listed do not indicate leukemia. Doing needless blood tests frequently will not catch leukemia early. 
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.
