Not standardized: Hi. Finger stick blood glucose measurement is not approved for diagnosis, and there is no standardized value for "shortly after" "a meal". The standard for a challenged glucose is the 75 gram oral glucose tolerance test done in the fasting state. 2 hours after a 75 g glucose load, serum glucose should be under 140 to be normal; over 200 is diabetes; in between is impaired glucose tolerance.

i get blurry vision after eating starch sugar or carbs. and my blood glucose will be between 111 and 128 using my handheld glucose meter. why such strong fatigue if thats normal ranges? sugar and carbs make me feel strange yet glucose under 130 why?

Yes: Exercise improves sensitivity to insulin.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Hormones: There are stress hormones and adrenalines that come out when you exercise.  They counteract the effect of Insulin making it less effective, thus your blood sugar goes up.  This is a natural response.  Eventually, the blood sugar should come down as the Insulin become more sensitive again.

Glucose ; panic: There are many conscious and unconscious triggers for panic attacks and a blood sugar spike can be a trigger. Your doc may look at your a1c, glucose, or order glucose tolerance test for additional information.  "the low blood sugar solution" by mark hyman may be helpful also.  Watch your carbs.

Yes: Grapes can spike blood sugar especially if not followed by sufficient exercise. Red grape pomace, however,  which is the left over grapes seeds and skins  from wine making,  given before a  starchy meal inhibits the rise in  blood sugar by inhibiting  the enzyme Alpha glucosidase.  It also is high in healthful anti-oxidants.
