If no discharge - i would see if there is any new products you are using - anything that may have come in contact down there could cause itching.   If its external - Benadryl (diphenhydramine) cream might help - if internal - a simple vinegar and water douche might help.

Number one cause of: This, pruritus ani, itchy butt, is excessive caffeine. Beer also tends to make this worse as does excessive perspiration. Stop all caffeine and beer and use cornstarch powder liberall to the area several times per day and at bedtime. Caffeine classicly causes the itching especially if it wakes from your sleep at night.

Dry Skin: Generalized itching without primary skin rash most commonly caused by dry skin. Most severe during the winter months and in older people, characterized by itching in areas of dry, scaly skin. Lab work can check if there is an underlying cause: CBC/diff, liver/renal function tests, and thyroid workup. Treat with daily moisturzation and better skin hygiene. Non-sedating antihistamines for itch.

Fungus or eczema: You could have fungus of the feet, which looks like scaling on the bottom of the feet or scaling between the toes.  If the itching is on top of the foot, it may be eczema.  Try otc lotrimin (clotrimazole) cream for fungus.  If that doesn't work, see a podiatric physician.
