Depends: As long as it is not open or pressing brain, we normally observe the fracture, which should heal.  If there is spinal fluid leakage into nose or ear, you might need specialist's evaluation.  If it has opening of scalp, the wound needs to be carefully inspected and closed.  If it has indentation into the brain, you might need surgery to prevent seizure.

Subtle finding: MRI does not visualize bone very well, so an occipital fracture may not be visualized snce the skull bones are quite thin.

Varies: They typical non-depressed skull fracture is associated with headache, transient nausea, sometimes dizziness, and rare hearing changes.  It is rare for such fractures to require surgery. Depends on age: This would depend on the age of the patient. In an infant, you can feel a ridge or indentation along the fracture line. In an adult, it is harder to feel as the skin is much thicker. Clearly if the fracture is large and depressed, one can feel the indentation. But there would be significant associated head trauma and a likely open laceration.

All types of these -: Can be bad, except maybe a close undisplaced fracture. All open fx or depressed are bad for getting infected or causing brain damage. Even the undisplaced ones can result in internal bleeding to cause pressure on the brain from the bleeding.
So take all skull fractures seriously, as none can be benign.

Basilar skull fx: Basilar skull fracture results from a blow to the back of the head. This causes a concussion, which will usually resolve completely in several weeks. In severe cases it can cause spinal fluid leak, which needs to be surgically repaired. There a few cases which may have permanent loss of smell or vertigo. Over 90% of patients recover without long-term effects.
