Drug reaction?: Only thing I can think of affecting both the mouth and the skin would be a drug reaction. Was there a new drug introduced within 2 weeks prior to onset ? I suspect that they are unrelated since poison ivy does not  cause mouth problem unless you are chewing it . For sore mouth, try switching to Biotene toothpaste. For the skin, topical hydrocortisone . See allergist if not better.

Ulcer: It might be due to ulceration of the mouth
Many causes for that
The advise is to avoid touching the area with food that cause pain like sour or salty food, and to drink water if starts to hurt (as the water will wash food residue away from the site of the lesion)
A harmless (benign) ulcer should settle in 10-14 days, but if it persists or you develop few of these I would advise to see you doctor.

Typically - no: Usually all you get is a burn. However, herpes can be activated by trauma. We sometimes see patients develop a herpetic cluster at the injection site where local anesthetic was placed. So, unless you have this kind of response, any canker sore development would be coincidental. Of course, if you really want to , you could run an experiment on yourself , but not recommended. : Interesting!  You may have a dry mouth which can cause blocked salivary ducts.  This causes swelling which comes and goes.  I strongly suggest you go and get checked properly.
