If existed prior then release of impingement should take no more than six months to reflect significant yet possibly incomplete healing. If disorders worsened post surgery then concern arises for medical misadventure ; iatrogenic injury that will likely remain permanent.

It would be...: Extremely rare. You need to find the real cause.  An orthopedist would be a good start.  You did not mention what is causing arm disuse! pain! numbness! etc.

Depends: Recovery in surgery varies from individual to individual. In general nerves repair themselves, if they can 0.5 mm per day. Practically, one year after surgery, you will be at maximum recovery post-surgery.

Absent reflux: It depends on what the problem is. Torn muscle or nerve damage can be responsible. After all, it is the function of the muscle that matters, not the reflex. Mri of the neck or/and nerve conduction study of the upper extremity may help sort it out.

Many Possibilities: Depending on how long it's been going on, i would consider an evaluation by a spine specialist.  Sometimes it could be a muscle imbalance, early onset arthritis or scoliosis.  Also could be a pinched nerve/herniated disc.  Either way it might be good to figure it out and get appropriate treatment.
