No benefit: Micrognathia represents either genetic factors or compression of the jaw before birth by a hyper flexed head. In the later, the jaw will tend to grow out within the first months after birth (as seen is some with pierre robin sequence). Exercises or manipulation has no benefit. Surgical extension of the jaw is possible but should be attempted only by those with extensive experience in the procedure.

Finished growing?: A person can grow taller if she has not finished growing. A person cannot grow taller if she has already finished growing. Height growth finishes during the late teen years, or occasionally to age 21 or 22. There are internet stories of people growing taller at older ages, but those are science fiction stories... may be fun reading, but that's it.

There : There are many different things this could be such as a lymph node (though location seems unlikely), lipoma, salivary stone or parotid mass.  It is hard to say without examining her or imaging whether it is concerning or not.  You should have her see her doctor or an ear, nose and throat specialist for an evaluation.  They will be able to tell you whether it is of concern and what your next steps should be.  Good luck!
