These two conditions are not dangerous, per se, but can lead to symptoms and in the case of a hernia, can cause blockage.

A 1994 study revealed that hydrocele fluid had higher levels of calcium, albumin, total protein and creatine-kinase, and lower levels of potassium, aspartate transaminase, and alkaline phosphatase than blood serum.

Do nothing...: Known to us, small amount inside the sac around testis is normal so the ultrasound report of minimal hydrocele may be not meaningful and irrelevant to testicular pain in daily medical practice. To deduce the cause for testicular pain, one has to rule out infection, inflammation of epididymis, nerve-/muscle-related causes, intermittent torsion, etc. So, good history is essential; ask urologist...

i had ingruial hernia surgery after 4 weeks i devolped a hydrocele on my right testical i had it asperated the dr said it should come back if the hernia was what cause the hydrocele is this true?

: It is unusual to develop a Hydrocele following hernia surgery. It is usually a hematoma. If it was a hematoma it will not come back. If it was a hydrocele (which I doubt) it probably will.

Scrotal ultrasound: Is essentially the only reliable test for hydrocele. Transillumination can be used, but is not 100% reliable because subject with a hydrocele may also have a testicular tumor which is not necessarily seen on transillumination.

Yes it can: Simply as time goes by. Also in rare ; unlikely case of there being an underlying testicular tumor. This can be confirmed or excluded by scrotal ultrasound.
