Many possibilities: Arthritis in major leg joints (hip, knee, ankle, foot) can limit walking. Stenosis (narrowing of nerve channels in low back) can cause leg pain, weakness, feeling. Neck or midback stenosis can compress the spinal cord, making walking difficult. Brain & other nerve problems can affect walking. Poor leg circulation is another possibility. She should see her primary doctor.

Broad term: Difficulty walking is a broad term that encompasses multiple medical conditions.  One type of difficulty walking is called claudication.  In claudication, a person can begin having severe pain or tightness or cramping that can make it difficult to walk.  Claudication can have a vascular or neurological cause or both.  Cardiac and pulmonary patients can have trouble walking due to breathing probs.

Be seen: What it would really ce down to is the specific cause for why the person has difficulty walking.  Some causes have a very simple fix, but others do not.  I would encourage you to be seen. Spinal stenosis &amp;/or: upper motor neuron disease, which can be found in cervical spinal stenosis. see a neurologist and go from there. stenosis tight enough to cause this is usually surgical, so starting with a neurosurgeon also may be a good place to start, or a spine fellowship trained orthopedic surgeon.

Need to see a spinal: Surgeon, as to be evaluated properly. You could have the walking problems associated with it or is due to some other reason. 
Ct/mri scans would be needed, before a DX can be reached.
