There are other things besides the bone marrow problems or blood cancer that can explain elevation of white blood cells and platelets- such as  infection, inflammation, bleeding etc. Discuss further with your pediatrician.

Depends: Studies done in the 1960's support the idea that with low white blood cell counts, the critical factor is the neutrophil count (type of white cell), which, if it falls below 500, increases the risk of infection.  There are people who tend to run low white cell counts who have no problems.
