Keratosis pilaris: Is likely. It is caused by a thicker layer of the skin that is crunchier(keratinized). It is a skin type rather than a disease. 60% of people have it. Exfoliation and emollients can help with the itching.

i went to my local pool & noticed days after i have small and medium sized red bumps on my shoulder starting at the back top of my shoulder down close to my armpit that are painful and itchy. just hoping its not a staph infection or serious?

A dermatology consult may be necessary.  A good starting point is to avoid scratching at all costs and keep skin well moisturized (can start with aquaphor or vanicream).

Hematoma: It is where some blood leaked out OB the vein after the needle came out when the blood was drawn. The skin may or may not bruise. The body will eventually absorb it and it will flatten out and be fine.
