Total number: Total white blood cells (WBC) seen in a lab report is a total number obtained by adding all the different types of wbc- neutrophils, lymphocytes, basophils, eosinophils, 
so when labs report wbc; they first write down the different cells and their percentage of the total; and also the absolute number (which is more accurate); adding these numbers make up the wbc.

The number of b-cells (how how the cd19 count is), your age, blood vs bone marrow, and your symptoms help him/her interpret the results.

Percentage?: Just ignore the percentage counts reported for your white cells. They fluctuate wildly. If the absolute counts are anywhere near reference range, and all the forms of the cells are normal, don't give it a second thought.

Nothing by itself: If you feel well and there are no bizarre cells, this is just something to follow. This is ever-so-slightly below most reference ranges, and these ranges are set so that a few percent of healthies fall outside on either end. Get another CBC next year.

Depends: This depends upon what is abnormal. If the percentages of lymphs are low and monos high, it is likely that some stress has caused an increase of cortisol level, driving both of these changes. If the absolute levels of these cell types are abnormal, there could be a more serious infection or a bone marrow disorder that requires further investigation.
