Balanitis, phimosis: This is a result of increased metabolic products of proliferating bacteria under the fold of skin. Urine is fermenting under the foreskin. Wash (rinse) under the skin  daily. When you pass urine always blot away any that last drop. Castellani solution is excellent for this. Circumcision cures it.

Penis Size: So, first your penis is average or slightly longer than average. So, no problem there. Second, your foreskin should retract fully. If it does not retract easily you should see a urologist for this problem.

It May Be Normal: It is hard to be sure without an exam, but it may be normal.  It may be an area of increased vascular/blood vessels.  If it is not sore, you have no other symptoms, and it stays the same (does not change, get bigger, ulcerate, etc.), you may be able to just watch it.  It may disappear on it's own.  If you start getting other symptoms or it changes in size, color, shape, etc., get it checked.

What was the cream: It sounds like bought a antifungal cream? We all have yeast and bacteria on our skin and it is in balance and does not bother us usually.However in the areas that sweats alot the fungus overgrows. After you take a shower make sure to dry well and can use a antifungal powder to try to prevent this if you sweat alot.

Doctor can examine: Persistent chapped or damaged lips or nearby skin may be eczema, usually treated using hydrocortisone cream plus Vaseline or Aquaphor to retain moisture. Sometimes, lipsticks or lip sunscreen chemicals are causing an allergic reaction on the lips. Other times, a person is a primary lip-licker (it's her habit). Once cracked, lips or skin get irritated by routine foods and juices.
