Petechie: There are a number of  rashes commonly seen in newborn babies. The one you are describing does not seem to fit in any of those rashes. I suggest that this baby need to be seen immediately to make sure she is not having low platelets or any other blood cell pathology.

Photosensitivity: What you describe may be a skin rash known as polymorphous light eruption (pmle).  this is an itchy rash caused by sun exposure in people who have become sensitive to sunlight (photosensitivity). The rash usually appears as red, tiny bumps or slightly raised patches of skin. The best thing to do is to see a dermatologist for evaluation.  Treatment is usually only needed in severe cases.

Probably: an irritative folliculitis...inflammation of the tiny pouches i which your hairs are growing ..this is often caused BY SHAVING TOO CLOSE or TOO OFTEN! An antibacterial moisturizing soap may help! Ask your PCP (Primary Care Provider) for a suggestion!

Keratosis pilaris: Sounds like both you and your daughter have a benign skin condition known as keratosis pilaris.  We don't really know what causes it - lots of different etiologies are suspect. Sometimes using an exfoliant routinely is helpful.  The big thing to remember is you don't really need to do anything about it.
