ive had a rash on my neck/upper chest for about a week. originally the rash started as big, red, itchy bumps; theyre smaller in size and not as itchy, but still annoying. ive been applying hydrocortisone cream, but i dont know what caused it.

Itchy rash: I suspect an allergic reaction to something that came in contact with your neck and upper chest. It could have been clothing, jewelry, perfume or cosmetics. I would add to your treatment the taking of an antihistamine like benadryl(can cause drowsiness) or claritin(nondrowsy). If the rash persists you should consult a physician or a dermatologist for a prescription strength corticosteroid ointment

can chronic fatigue cause abnormal gait (weak legs), low grade fevers, itchy rashes on upper chest and back, and patches of goose bumps come and go?

Chronic fatigue: Chronic fatigue can arise from many sources - not the least of which is not sleeping soundly. Have your doctor refer you for a sleep study. If that turns out OK a consult with a neurologist will evaluate your abnormal (weak) gait  would be my next choice for you.

Who knows: You need to be more descriptive. Do you have a rash? Dry skin?  Or just itchy. Just try some lotion for a week or so

Reaction 2 somthing: If it's red and itchy, more than likely it's an allergic reaction to something (new skin care product, soap, detergent, fragrance, etc...) could be something else though, so should be checked and treated to give you relief.

You may try ...: your Clobetasol for a few days. As you probably already know, topical steroids should not be used for more than 5-7 days in a row ("5 days on, 5 days off"). If no improvement, see a doctor. You can always try neutral, oatmeal based, scent free soaps and lotions to help with symptoms. You could also try oral antihistamines (OTC) to help with itching. Good luck!

Doubtful but: Skin rash can be caused by many things including viral infections other than HIV. You did not mention whether you have had unprotected sex during the past 40 weeks and thus a negative test at 27 weeks cannot tell you whether you have contracted HIV or not. : Rashes are quite difficult to sort out without an exam.This could be something simple like a reaction to something that touched the skin or the result of a viral infection.If it is bothersome or persistent  i would have your pcp look at it.
