Eczema: Usually a rash like this is eczema.  Frequently limited to the hands and sometimes associated with exposure to solvents / detergent or metals.

Thyroid: I would look for a thyroid problem. That would be a condition that would result in your symptoms. Check into a book called Hypothryoid the Unsuspected Illness by Dr Broda Barnes. Older book, but good source to read and I think it will help you look to what to explore to resolve your issue.

More history needed: When does this happen?  Are you resting, working with your hands, have they been wet, wearing tight gloves for some time, exposed to chemicals....

Red hands: w/exercise.  This MAY be due to blood flow in that area triggered by the changes you mention.  Please see doctor to make sure all is well.  Peace and good health.  Biofeedback practitioners purposely raise hand temp. to help shunt blood flow there to relieve migraines.

Raynaud's : This is a condition that may be related to raynaud's disease or phenomenon if associated with other illnesses. It may require a trial of different medications to help minimize the symptoms. Surgery is occasionally indicated.

Have it evaluated by a professional and get the appropriate treatment.

Raynauds: I would be concerned for Raynauds. This is a condition where the blood vessels constrict and dilate. The problem itself is not an issue, but it is associated with other conditions like lupus for example.
