Not likely: IV damage to a vein in the distant past leaves a scarred vein, but wouldn't cause recurring finger tip lesions. It's best to have a physician examine the lesion when they are present and then get his or her advice after the evaluation.

Angiomas?: If they really are blood blisters, they are due to trauma. But you might have angiomas, which are little cherry red bumps - basically moles made of blood vessels. They are harmless. But if there is any doubt as to what they are, let a dermatologist look at them personally and give you a precise diagnosis.

Get seen now: This is the palpable purpura of vasculitis until proven otherwise. You'll need a check for medication allergy, cryoglobulinemia, chronic hepatitis carrier state, and a bunch of other things.
