: Little or no risk. It generally takes a lot more exposure to transmit the virus. Nothing to worry about. Anyway, you might have been vaccinated against hepatitis B in childhood, which has been routine in most industrialized countries (probably including the UK) for 20 years or more. If so, you are immune.

No risk, no worries: The hepatitis viruses are rarely if ever caught by exposure to blood in the environment, and contact with dried blood is especially low risk. And without visible blood on things you touched (door knobs, towels, utensils, shared toilet, etc), for sure there is no significant risk. Don't worry about it.

Viral transmission: This is very unlikely.  Viruses die quickly if not within a living cell and cells die fairly rapidly when tissue is dried. The thing you must also remember is that viruses differ one from the other and it would be helpful to specify what you are concerned about. If it is hiv, worry not. Hep c is transmitted from blood directly, not dried.

Glucometer: I prefer the term glucose meter.
You can purchase the right meters and test strips at low cost at almost all pharmacy stores.
The more expensive lot looks great but is no better than the least expensive ones.

Yes, typically.: You should be able to find strips for your glucose monitor assuming that it is a current meter (still being manufactured). Most pharmacies carry a variety of strips; that includes the mail away ones. Getting the strips paid for, however, may not be as easy. There are formulary limitations on type of strips covered and how many are used on a daily basis. Check with your insurance company.
