Yes: This depends upon the location of the stroke.  It  might be in the occipital lobe, the visual information processing part of the brain which can blur your vision.  It could be in a part of the brain controlling eye muscle stability which can cause blur or visual doubling.  Discuss this with your neurologist or a neuro-ophthalmologist.

Type of eye exam: Was the child examined by an optometrist or ophthalmologist?   An ophthalmologist would include a more complete exam. Child needs more workup possibly including a MRI of the brain and followup with a pediatric neurologist.

Uncorrected: strabismus may affect 2-eye  vision will not affect one-eye vision. I've had the same issues since birth (I'm 58) and I'm a dentist! I learned to use one eye at a time and not "force" holding them together. Since multiple surgeries did not correct it, this may be your best option. I use one eye for distance and one for close up reading. Your surgeon should  help you adapt.

32yo female. woke up today with blurry vision in both eyes that has lasted hours. no medical conditions besides gerd. hard hard to focus looking at phone/computer. eyes are dry/irritated. eye drops didn't help. no glasses or eyesight issues?

: Significant fluctuations in blood sugar is a cause, but if both of your eyes are inflamed this could be a cause. Simple morning eye dryness shouldn't last hours. Fluid accumulation in the corneas is a possibility. I recommend having an ophthalmologist examine you for accurate diagnosis and advice.
