Search online for childs-pugh calculator and prognosis (the fluid drained is called ascites) (and compare with meld calculator and prognosis).  You will then need to talk to your doctor about individualizing data from studies on patients that may not apply to your situation.

Alcohol excess: Yes. 12-13 pegs of whiskey daily is excessive. It also apparently affects one's ability to spell! and yes it places you at risk for many consequences - both short and long term.

See Hepatologist: Your husband has a serious set of medical problems, end-stage liver failure from hepatitis C complicated by portal hypertension from cirrhosis and liver cancer.    I suggest that he see a liver specialist, a hepatologist, to care for his condition and assess options - with a background of alcohol abuse, he might not be a liver transplant candidate but there may be other options.  Do this ASAP

You should see a hepatologist, who is a liver doctor, to see whether any treatment can be given, or whether you are a candidate for a liver transplant.  Low blood pressure can exist for several reasons, including infection, kidney or heart causes.
